Why the pound sign in front of usernames in Oracle 12?

We have not yet installed Oracle 12 but from what I can see the usernames in Oracle 12 are all going to have a # at the start - for example for the sample schema HR, I guess it will be #HR as the owner value in dba_tables and I guess across the dictionary.  

I hope to get some discussion here about the purpose of this and what it means for our queries written prior to Oracle 12.  Do we need to update queries checking the owner column to account for this pound sign?  When upgrading from Oracle 11 to Oracle 12 will our usernames automatically get the pound sign?  Why has Oracle done this?  Is it part of all Oracle releases post Oracle 12?
